Hello Scooby!
What a great question ... I'm sure others will have some handy hints but my first observation is that your determination to grow other leaders in your team means you stand a very good chance of success.

Secondly it is not about budget. There are loads of things you can do to develop your people. Like:

Set a good example of leadership yourself. Make sure you're clear what good leadership looks like and "be the change you want to see in the world".

Remember that leadership is not about being liked, popular or about being 'nice' to people. It is about setting goals that everyone understands, agrees with, cares about and knows what to do. It is about treating people with dignity and respect.

Leaders deliver. Look at the range of contribution each member of the team is making and think about how you might stretch each one of them. This may not be necessarily be about giving them more to do. But it may be asking them to add value in a way they are not used to. How could you support them to raise their game?

Good luck. What other suggestion do people have for Scooby?

I am keen to develop my team's leadership skills but we are massively cost constrained at the moment and can't really afford to bring in external support. Do you have any suggestions?
